US senators are working through the weekend for the first time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators floated a proposal toxic to Democrats: scrapping the ACA, called Obamacare.
Growing Impact of Government Shutdown
The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Plan from Golf Course
As Saturday's meeting got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator said.
Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Reaction
Democratic lawmakers shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker responded to the criticism of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in exchange for a future vote on the ACA payments.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.
"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts suggested that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that failed to garner enough backing in 2017.
